Project Description
Background
In response to the existing units retirement schedule, long-term power load growth demands and enhancing power plants performance, promote competitiveness and reducing CO2 as well as air pollutants emission, Taiwan Power Company therefore initiate "Hsinta Power Plant Combined Cycle Renewal Project" (hereinafter referred as “The Project”), the total Project capacity is about 3,900 Mega watts of Combined Cycle Units.
Project Location and Scope
The planned power generation facility is located in Yong-An Salt Pan on the southeast side of Hsinta Power Plant and is located in Yong-An District of Kaohsiung City, covering an area of about 78.6 hectares and other 3.59 hectares in the existing plant, with a total of 82.19 hectares as the planned area.

Note:
- The Project was officially approved by the Executive Yuan on 2018/2/23.
- Unit commercial operation dates affected by Environmental impact statement approval nine months of schedule delay, Unit No. 1, 2, 3 commercial operation dates will be target on 2024/2/29 (postponed by eight months), 2024/6/30 (on schedule) and 2025/8/31 (4 months ahead). The overall schedule will be continuously checked and apply for officially project schedule modification.
Construction Status:

Main power generation equipment procurement & construction:(A)2020/12/9 Signing Ceremony between TPC and EPC consortium.
(B)2020/12/11 The approval for commencement work of Special Building Permit from Kaohsiung Public Work Bureau was obtained.
(C)2020/12/14 Contractor held the first Design Review Meeting.
(D)2020/12/28 The approval for industrial waste disposal plan from Kaohsiung EPB was obtained.
(E)2020/12/31 The approval for the Runoff Wastewater Pollution Reduction Measure plan from Kaohsiung EPB was obtained.
(F) 2021/01/07 The soil improvement (sand compaction pile) was started.
(G)As of 2021/02/01., 932 of 31,451 sand compacting piles were completed for soil improvement in unit #1 area.

Cooling Cycle Water System Construction:
(A) 2021/01/07 The primary layer excavation of CWP pump house FDN were completed.
2021/01/31 The primary layer horizontal support for retaining wall were completed.

2020/12/17 Sinking work completed of 3th caisson lifting.
2020/12/30 Concrete pouring completed and concrete curing of 4th caisson lifting.
2021/01/18 Concrete pouring of 5th caisson lifting were completed.
2021/01/26 Sinking work of 5th caisson lifting were completed.
2021/01/27 Back cover completed and the concrete have been curing.
(C) Work well#11:
2020/12/7 Excavation for cutting edge completed.
2020/12/14 Fabrication of cutting edge completed.
2020/12/22 Concrete pouring for caisson cutting edge was completed and have been curing.
2021/01/09 Concrete pouring of 2nd caisson lifting were completed.
2021/01/28 Sinking work of 2nd caisson lifting were completed. Rebar lashing of 3th caisson lifting.
(D) Work well#4:
Sheet piling had been started.
