Project Description

Background

In response to the existing units retirement schedule, long-term power load growth demands and enhancing power plants performance, promote competitiveness and reducing CO2 as well as air pollutants emission, Taiwan Power Company therefore initiate "Hsinta Power Plant Combined Cycle Renewal Project" (hereinafter referred as “The Project”), the total Project capacity is about 3,900 Mega watts of Combined Cycle Units. 

 

Project Location and Scope

The planned power generation facility is located in Yong-An Salt Pan on the southeast side of Hsinta Power Plant and is located in Yong-An District of Kaohsiung City, covering an area of about 78.6 hectares and other 3.59 hectares in the existing plant, with a total of 82.19 hectares as the planned area.

Note:
  1. The Project was officially approved by the Executive Yuan on 2018/2/23.
  2. Unit commercial operation dates affected by Environmental impact statement approval nine months of schedule delay.

 

Construction Status:
  1. Main power generation equipment procurement & construction:
    (A) 2021/7/12 The soil improvement (sand compaction pile) was completed in unit #1 area.
    (B) Unit #1 area:
    a. The earthwork backfill of HRSG zone and GT zone were underway.
    b. Full casing type piling of HRSG chimney was underway.
    c. PC piling of inlet CW tunnel and cable tunnel was underway.
    (C) Unit #2 area:
    a. The soil improvement (sand compaction pile) was underway.

  2. Cooling Cycle Water System Construction:
    (A) CWP pump house:
    The 5th layer excavation of CWP pump house FDN was underway.
    (B) Inlet tunnel (the existing plant, area #2, 0k+080~0k+190):
    The pile cap construction was underway.
    (C) Inlet tunnel (the new combined cycle, area #3)
    (0k+240~0k+345):
    Installation of working platform was in progress.
    (0k+495~0k+595):
    The 4th layer excavation was in progress.
    (D) Warm Seawater Tunnel(area #4, 0k+519~0k+599):
    The secondary layer excavation was in progress.
    (E) Outlet tunnel (area A)
    Steel pipe sheet piling of outlet tunnel and primary excavation of siphon pit were in progress.
    (F) Outlet tunnel (area B)
    PC piling was underway.
    (G) Outlet tunnel (area C)
    PC piling was underway.
    (H) Outlet tunnel (area D)
    The construction of temporary road was underway.

  3. Natural gas transmission system construction:
    Major work items: 
    (A) Construction of Working Shaft:
    a. Working shaft #4、#6、#7、#8、#9、#10、#11
    The constructions of shaft were completed.
    b. Working shaft #5:
    The cleaning work for shaft bottom was underway.
    (B) Progress of Shield Tunneling:
    a. Working shaft from #7 to #6, #10 to #11 and #10 to #9
    The shield tunneling was completed.
    b. Working shaft from #7 to #8:
    2021.06.30 Shield tunneling was started. As of 2021.08.11, the tunneling distance was 312.55 m of 347.8 m.

  1. Install selective catalytic reduction system (SCR) to reduce air pollutant emissions. (The emission concentration of other power plant can be referenced)
