Project Description
Background
In response to the existing units retirement schedule, long-term power load growth demands and enhancing power plants performance, promote competitiveness and reducing CO2 as well as air pollutants emission, Taiwan Power Company therefore initiate "Hsinta Power Plant Combined Cycle Renewal Project" (hereinafter referred as “The Project”), the total Project capacity is about 3,900 Mega watts of Combined Cycle Units.
Project Location and Scope
The planned power generation facility is located in Yong-An Salt Pan on the southeast side of Hsinta Power Plant and is located in Yong-An District of Kaohsiung City, covering an area of about 78.6 hectares and other 3.59 hectares in the existing plant, with a total of 82.19 hectares as the planned area.

Note:
- The Project was officially approved by the Executive Yuan on 2018/2/23.
- The Project schedule amendment was officially approved by the Executive Yuan on March 24, 2022.
Construction Status:
- Main power generation equipment procurement & construction:
- Unit #1 area:
a. Full casing type piling of GT zone, main pipe rack and ST transformer zone was underway.
b. PC piling of inlet & outlet CW tunnel and cable tunnel was underway.
c. Rebar installation, formwork and concrete pouring for Fdn of inlet CW tunnel, cable tunnel(ST), GT Electrical building, HRSG 1-2 area, and ST area were underway.
d. Rebar installation of GT 1-1 pedestal was underway.
e. Hoisting and installation of main support structure & casing of HRSG 1-1 was underway..
- Unit #2 area:
Full casing type piling of HRSG 2-1 zone, chimney and ST zone was underway.
- Unit #3 area:
Earthwork backfill of GT zone and HRSG zone was underway.
- Other Bounded Area:
a. Earthwork backfill of heavy parts warehouse was underway.
b. PC piling of pipe rack area was underway..
c. Full casing type piling of the buildings of wastewater treatment/recycle plan was underway.
- Cooling Cycle Water System Construction:
- CW intake (zone #1):
Steel pipe sheet piling/cutting and steel pipe piling were underway.
- CWP pump house (zone #1):
Removal of 1st layer retaining wall support was underway.
- Inlet tunnel (the existed area, zone #2):
Excavation of 4th layer was underway.
- Inlet tunnel (the existed area, zone #3)
Preparation for retaining wall support was underway.
Concrete curing for wall and top slab of 2nd lift was underway.
Rebar installation of bottom slab was underway.
- Warm Seawater Tunnel (zone #4):
Preparation for retaining wall support was underwa.
- Outlet channel (area A)
Installation of steel wire rope and waling beams on steel pipe sheet piles of outlet channel were underway.
Rebar installation for the walls of outlet channel were underway.
- Outlet tunnel (area B)
Installation of 1st layer retaining support and rebar of tunnel wall was underway.
Excavation of 4th layer was underway
- Outlet tunnel (area C)
PC piling was underway.
- Outlet tunnel (area D)
PC piling and Full casing piling and steel sheet piling were underway.
- Natural gas transmission system construction:
Major work items:
- Construction of Working Shaft:
Working shaft #1,#2, #4, #5, #6, #7, #8, #9, #10, #11, #12, #13、#13-1、#14、#14-1.
The structures of shaft were completed.
- Progress of Shield Tunneling:
a. Working shaft from #2 to #1, #4 to #5, #6 to #5, #7 to #6, #7 to #8, #8 to #9, #10 to #11, #10 to #9, #11 to #12 ,#13 to #12 and #13 to #13-1 were completed.
b. Working shaft #2 to #3
As of 2022-07-25, the tunneling distance was 169.2m of 192.7 m.
c. c Working shaft #14 to #13-1
As of 2022-07-25, the tunneling distance was 44.65m of 242.05m.
- Progress of NG pipe
a.Working shaft from #4 to #5,#6 to #5, #7 to #6, #8 to #7, #9 to #8, #10 to #9 , #10 to # 11 and #11 to #12:
Installation of pipe was completed
b. Working shaft from #1 to #2:
As of 2022-07-25, the installation length was 78m of 378 m.
c. Working shaft from #13 to #12:
As of2022-07-25, the installation length was 36m of 312 m.
