Background
Respond to the growth of domestic power consumption, Taiwan Power Company (TPC) follows the government’s energy policy and promotes the " Taichung Combined Cycle Power Plant Project" to ensure stable power supply. TPC plans to install two gas-fired Combined Cycle units in adjacent to the existing Taichung coal-fired Power Plant station , with a total capacity of about 2.6million kilowatts. This project also includes one berth liquefied natural gas(LNG) unloading pier, a LNG gasification terminal with five LNG storage tanks and associated auxiliary facilities and pipelines, which will be TPC’s first built and self-operated LNG terminal.
Project Location and Scope
The Taichung Combined Cycle Power Plant Project, covering an area of 13.4 hectares, is seated in the Southern of Unit 9 and Unit 10 coal-fired units of Taichung Power Plant.

1. The circulating water tunnel(6-3) was suspension of works caused by combustion incident.
2. The circulating water pumping room(7,8): During the excavation, water seepage from the retaining piling works and soil were lost.
3. The shipping of OCC modules was affected by sea state, causing the OCC installation time to be delayed
4. Due to the impact of heavy rainfall and a workplace safety incident that occurred at the main area of the wastewater treatment plant on June 25, 2025, all steel structure operations in the area were suspended. Operations in non-incident areas resumed on July 22, 2025.
5. Due to September 9, 2025, the Hsinta Unit #2 incident, the Taichung city government issued an official letter on September 15, 2025, requesting the suspension of commissioning and the implementation of a comprehensive safety inspection.
6. The issue of condensate in the LNG pipeline has affected the commissioning.
Construction Status:

Power Block:The Bid for Power Block has been awarded on 2020/9/1, the winning tender is GEII (General Electric International Inc)/CTCI consortium team. #1 first fire on 2025/6/30. Installation, testing and plant structure are currently being carried out.

Circulating Water System:The Bid opening for Circulating Water System has been awarded on 2020/10/26. The onsite construction work started on 2021/9/1. #1 MCW system operated on 2025/5/9. At present, installation of equipment, testing and the construction of pump house structure are currently being carried out.

Selective Catalytic Reduction System (SCR) is used for environmental protection.
