Application Process for Extra High Voltage(EHV)
In order to cooperate with the user to set up a new power schedule, it is recommended to submit Electricity Usage Plan in time to facilitate the planning of the power plan. EHV users are required to complete a Electricity Usage Plan as follows:
1.Apply for new application or additional application ,and the total contract capacity reaches 1,000kW or more.
2.Install ELECTRIC ARC FURNACE.
3.Install Self-Use Power Generation Equipment, apply for connecting with Network or the surplus electricity is wholesale purchased by Taipower Company.

Planning of Power Supply for EHV Customers
Once we receive an EHV user’s Electricity Usage Plan application, power system analysis will be done based on the customer’s site location, amount of power demand, and project timetable, to see whether the application can meet the "TPC Transmission System Planning Criteria". One or several grid connection schemes will then be designed. When the connection scheme is determined, the feasibility in terms of operation and construction of customer lines will be checked. Afterwards, a meeting will be held to discuss which connection scheme is optimal with respect to power system planning, operation, customer line (overhead line or underground cable) construction time, and cost. According to the meeting minutes, an official letter will be issued to inform the customer of the assessment result of the power demand project application.
For the customer who wants to build a new cogeneration power plant, a system impact report, which could be written by Taipower or academic institutions, should be sent to Taipower along with the power demand project application. For customers who would like their report written by Taipower, please contact the Department of System Planning of Taipower.
Engineering process of power supply line for Extra High Voltage(EHV) customers
After receiving the application of EHV customers, Taipower will evaluate system planning of the transmission, and dispatch personnel to assess its technical feasibility, study out the type of power transmission line(overhead line or underground cable), path and construction period, etc. After Taipower final meeting, Taipower will send out confirmation letters. After the customer officially applies by letters, Taipower engineering unit will do measurement, designation works, and make a budget. Then inform the customer to pay.
After receiving payment from the customer, the engineering unit will only be able to carry out land negotiation, contract, construction and procurement of equipment and pay the land fund, construction fund and materials fund as the project conduct. At the end of the project, it shall be inspected, coordinated with power outages, connected to the system, and then handed over to the operating unit for operation and maintenance.。
The transmission line project of power supply, include the civil engineering stage and the electromechanical engineering stage generally has the following two features:
1. It is a part of public project and regulated by laws
The transmission line project of power supply is a public project and regulated by law (Government Procurement Act). The procurement of various equipment such as wires, cables, iron towers, joint boxes, terminal boxes, suspension insulators, hardwares, etc. and various project such as iron tower foundations, cable pipelines, and contracting out of electromechanical equipment installations shall be carried out in accordance with certain procedures and regulations. Unlike any private projects, that owners have the flexibility to shorten the project duration by price mechanism.
2. It involves rights of others and therefor requires time-consuming inter-communication
The project land of power supply line is mostly located within the land rights range of others, such as the land for the tower, the land under the overhead line or the land for the underground cable pipeline, etc. All the project shall be admitted by the owner, the possessor or the supervisor to start the construction. Using private land, the negotiation process is admittedly hard. Using public land such as forest, river or road, however, is not necessarily easy since the competent authority might not be provided and it is much more restricted by laws. The process of negotiation is usually time consuming. The transmission line and substation project are always disturbed by residents. It is normal to encounter the masses resistance and public representative concern for this type of construction, and the construction is usually halted or terminated because of this. If lack of local government supporting, the project may be delayed for even longer.
The transmission line project is affected by uncontrollable factors such as land acquisition, license application and public resistance. The precise schedule is usually hard to predict . However, Taipower is willing to work with customers to take any action to achieve the goal of power supply in a timely manner.
1.Taipower will regularly track the progress of the project and use the efficiency of the completed cases as an indicator of the annual assessment of the construction unit to foster the accomplishment of the power supply projects.
2.Taipower will try our best and use various solution to resolve obstruction to route permit and protest. Customers also could unleash influence to help Taipower to minimizing the resistance of power supplying project.
