Project Description

Background

Respond to the growth of domestic power consumption, Taiwan Power Company (TPC) follows the government’s energy policy and promotes the " Datan Combined Cycle Power Plant Expansion Project" to ensure stable power supply. TPC plans to add three high-efficiency gas-fired combined cycle units at current plant site, with the total capacity of 3160MW.

In 2016, owing to the changes in the existing and the newly added power units, which could have directly led to power shortages in 2017-2019, emergency generator units were needed to be added. Based on the comprehensive assessment results of Site conditions, TPC initiated the Datan Emergency Gas Turbine Generator Project at Datan Power Plant site to relieve the tension of electric supply. The all-turkey was contracted by GE to install two gas-fired simple cycle units with a total installed capacity of 600MW..

 

Project Location and Scope

The Datan Power Plant (DTPP) is located at the Datan coastal industrial park, Guanyin District, Taoyuan City, with a length of about 2,300 m and a width of about 750 m. The total area is about 116.02 hectares. There are six combined cycle units in operation, totally 4386 MW. The project "Datan Combined Cycle Power Plant Expansion Project" will install 3 combined cycle units at the south vacant lot of DTPP approximately 19.8 hectares. Besides, TPC has completed the installation of two phase 1 gas-fired simple cycle units (300 MW per unit) at the unit 7 site with a total installed capacity of 600 MW.

Note:
  1. The feasibility study report of the Datan Combined Cycle Power Plant Expansion Project was approved for establishment by the Executive Yuan's letter No. 1050039082 on 2016/11/28.
  2. The Datan bottom cycle gas turbine of unit 7 was shut down and expansion to combined cycle unit in early 2023.
  3. The revision of the Datan Combined Cycle Power Plant Expansion Project approved by the Executive Yuan's letter No. 1121047226 on 2024/1/26.
  4. The Overall progress gets behind 1.88% of the schedule at the end of February-2024. The cause of difference as follows:
    A. It is the arrival schedule of transportation of heavy equipment been delayed due to the obstruction by fisherman's association and affected by the heavy weather of sea state afterwards at the end of 2020.
    B. The Labour Shortage in the Construction. 
    C.The impact of COVID-19 on material delivery and overseas production schedule.

 

Construction Status:
  1. Power Block:
    (A)Unit 7: 
    The Mechanical, Piping, Instrument equipment installation is ongoing. .
    (B)Unit 8:
    The Unit 8 can be operated for official dispatch on April 1, 2024 (as Official Dispatch Date, “ODD”).
    (C)Unit 9: 
    The Mechanical, Piping, Instrument equipment installation and Functional testing work of Unit 9 is ongoing.

  2. Circulating Water System:
    The equipment commissioning work in CWP house is ongoing.

  3. 161kV Underground Cable from Datan to Linkou:
    The item has accessed to electricity grid on June 21, 2023.
