Wind turbines rely on wind to push wind turbine blades to generate electricity. Different brands of wind turbines are designed with different wind speed ranges.

Before the start-up wind speed is reached, the wind turbine blades will not rotate.

If the wind speed range is exceeded, the wind turbine blades will also be automatically controlled to not rotate.

The design of wind turbines pursues the best overall efficiency.

It is the same as using the same oil in different cars to have different horsepower.

Therefore, when the wind blows, because each wind turbine can operate in a different range of wind speed, some blades may start to rotate, and some may not rotate.

So when you see that the wind turbine blades are not rotating, apart from the possibility that it is undergoing routine maintenance, another big reason is that the current wind speed has not reached the start-up wind speed of the wind turbine.
