During 1991-1996, the power development plan of Taipower Company was blocked due to the increase in people's awareness of environmental protection. As a result, the reserve margin of power supply in summer was only 5%, and results in 14 times of energy rationing in 1991 and 16 times of energy rationing in 1994. It affects the economy, society and people's livelihood. To solve the problem of insufficient electricity, the Ministry of Economic Affairs has built an independent power producer (hereinafter referred to as IPP) that has been opened since 1995 and acquired by Taipower, and it has become an important source of power supply in our country.
