Send Wind Power Ashore! The First Off-Shore Wind Power Grid Integration Base in Taiwan Taipower's Chang-Yi Switching Station Opens today

  • Taipower held the "Opening Ceremony of Chang-Yi Switching Station and Blessing Ceremony of CHCIP Booster Station" at the Chang-Yi Switching Station today (21). At the end of August, Taipower completed its offshore wind power milestone and planted a capacity of 109.2MW of offshore phase I plans to generate all 21 wind turbines in parallel for the first time. In line with domestic wind farm construction plans, the company has invested more than $2 billion since 2019 to build the nation's first base dedicated to offshore wind power grid integration - Chang-Yi Switching Station, which went online six months early and officially opened today (21). Taipower said that Taipower cooperates with offshore wind power to strengthen the power grid plan to build a Chang-Yi Switching Station in Changbin to assist offshore wind power operators in the north corridor of Changhua offshore and integrate the power generated into the national power grid. After the opening of the Chang-Yi Switching Station, it will provide 1.5GW of grid capacity (1.5 million kilowatts) and is expected to increase another 1GW of grid capacity in 2024. Later, together with the CHCIP Booster Station and the Yongxing Switching Station, which are expected to come online in 2025, it will be able to provide 6.5GW of grid integration demand for the Changhua Offshore Wind Farm.

Taipower held the "Opening Ceremony of Chang-Yi Switching Station and Blessing Ceremony of CHCIP Booster Station" at the Chang-Yi Switching Station today, presided over by Taipower Chairman Yang, Wei-FuWei-Fu and attended by Executive Director Su Tseng-chang, Economic Minister Wang Mei-hua, Vice Mayor of Changhua County  Hung, Jung-Chang and guests from all walks of life. Taipower thanked the Changhua County Government for their assistance and witnessed the opening of a key hub for the development of offshore wind power in Taiwan with the guests. Director Su also presented the Behind-the-Scenes Hero Appreciation Trophy.

Taipower explained that the switching station is one of the key hubs for offshore wind power grid integration, just like a home substation, playing the role of a power "relay station" to assist in power connection and distribution of electricity consumption. After the offshore wind power is transmitted ashore, the electricity is integrated into the national grid through switching equipment for public use.

Taipower pointed out that there are currently nine offshore wind farms off Changhua with an installed capacity of 4.064GW. In order to minimize the environmental impact of submarine cable landings, Taipower cooperated with the government's planning for the "common corridor for offshore wind power submarine cable landings in Changhua" and built three grid-connected bases near the northern corridor in the CHCIP-Lunwei outside Lukang and the southern corridor in Fangyuan, including the Chang-Yi Switching Station, CHCIP Booster Station and Yongxing Switching Station, which can accommodate the aforementioned wind farms and provide multiple submarine cable landings for future wind farms in the area to be integrated into the grid. The total grid integration capacity will reach 6.5GW.

Taipower said, due to the functional needs of Chang-Yi Switching Station, the location is only about 150 meters from the sea. The maximum wind speed was measured to be 24m/s (meters per second), equivalent to a gust of 9-10 (equivalent to a mild typhoon). The strong northeast monsoon between September and March each year, as well as the existing coastal geology and severe salt spray damage, are serious challenges for Taipower.

Therefore, Taipower has reinforced more than 200 piles under the Chang-Yi base in advance, and in consideration of the seaside flood control, the base is padded about 2.8 meters in height with reference to the seawall, and the building materials are upgraded to stainless steel grade 316 with fluorocarbon paint for effective corrosion resistance. In terms of appearance, in addition to the design concept of a sailboat, the design of the off-shore wind power grid, the design of the deflector wall and indirect air intake in response to strong winds, and the entrance and exit of the personnel combined with the double entrance to reduce sand and dust.

  • The blessing ceremony for the CHCIP Booster Station was officiated by Executive Director Su Tseng-chang, along with Minister of Economic Affairs Wang Mei-hua, Changhua County Mayor Wang Hui-Mei, Taipower Chairman Yang, Wei-Fu, and other guests, to pray for the smooth construction.

The construction of the Chang-Yi Switching Station began in 2019, and in order to get it online as soon as possible for off-shore wind power operators, about 1,600 vehicles of large machinery were used during the construction period, and more than 20,000 people were mobilized. The company finally entered into trial operation on June 19 this year, supplying 1.5GW of grid-connected capacity, meeting the target six months ahead of schedule, in order to be ready for offshore wind power to be sent back to the national grid immediately. It is expected that from the end of this year, renewable energy power from the wind farms of Ørsted and CIP will be sent back to Taiwan's power grid through the Chang-Yi Switching Station.

Taipower stated that, with the addition of the Chang-Yi Switching Station and the Changbin UHV substation, it is expected that 1GW will be added to the grid in 2024, while the CHCIP Booster Station (2GW) and the Yongxing Switching Station (2GW) for grid integration in the south corridor are expected to be completed in 2025, which will provide 6.5GW of offshore wind power for grid integration and send offshore wind power to the shore.
