The International Atomic Energy Agency (IAEA) and the nuclear energy industry established nuclear safety culture in 1986. After years of specialist advice, training, organizational changes and discussion, Taipower started to promote nuclear safety in full force in 1993.

The approaches that Taipower adopted to promote nuclear safety culture were:

1. Inviting personnel from relevant units to participate in nuclear safety culture seminars.

2. Printing a nuclear safety culture column in Nuclear Monthly to introduce and convey to the readers domestic and foreign professional nuclear techniques and the experience in handling nuclear incidents.

3. Promoting new knowledge of nuclear safety to every generation sector to make employees deem nuclear safety a part of their life.

Taipower will continue its follow-up checks on the promotion status of nuclear safety culture and will send its nuclear safety culture quarterly to the Ministry of Economic Affairs (MOEA) and the Atomic Energy Council of the Executive Yuan. The MOEA will assign personnel to conduct on-the-spot inspection every year.
